Embarcadero grabbed the latest snapshot of Indy that was available on GitHub a few weeks ago, that should be the Indy that is shipped in the initial RAD Studio 10.4 release. However, there has already been some checkins to GitHub after that time, which will not be in the initial release of 10.4.

Note that patches are now installable via GetIt right in the IDE, you don't have to install them manually anymore:
